With reference to your letter of 9th March 1929,

regarding a proposed reduction of $10,864.87 from the

final payment by Hong Kong of military contribution for the

financial year 1928 in connection with a refund of

$54,324.33 made to the British American Tobacco

Company (China) Limited, I am commanded by the Army Council

to enclose herewith a copy of a letter which has been
